Department Description

The key purpose of the Infrastructure Investment (II) function is the efficient delivery of renewals and enhancements through improved specification, better utilisation of resources and the professional control and management of projects. Its focus is to renew and enhance the rail infrastructure to deliver the Company’s commitments for the future through increased efficiency and value for money.

The planning of activities, resources, plant and equipment for II is integrated with the requirements of the operational railway through area planning and territory delivery planning units. The emphasis is very much on delivery at the frontline and via project delivery units.

The Signalling and Telecoms (S&T) group within II enables the smooth movement of trains across the rail infrastructure.

Within the S&T group, the Development Team act as the ‘Sponsor’s Agent’ and ‘Gate Keeper’ in compliance with the Guide to Railway Investment Projects (GRIP).

Brief Vacancy Description


  • As part of S&T initiatives to improve efficiency, the National Level Crossings Programme Team (NLXPT) has been created which will co-locate with the Level Crossing Design Team and Engineering teams. The team is responsible for the delivery of all Level Crossing renewals and includes a central support function made up of planning, commercial and engineering personnel. The aspiration is for the NLXPT to deliver 40 level crossing renewals nationally each year.

  • The Project Development Manager (PDM) is part of the Development Team who support the NLXPT by providing sponsorship support, on behalf of the Sponsor, for projects thatare identified and allocated within the Business Plan.

  • Confirming the project outputs with the Client[s]; Initiating development of the Project through stages defined in the GRIP;


Detailed External Job Description

  • A proactive and enthusiastic person is required to provide an effective sponsorship service to the Client(s) for a wide range of Level Crossing renewals projects.

The PDM (LX) is responsible for:-

  • Ensuring projects are progressed in accordance with GRIP, the Investment Regulations and applicable Network Rail Standards, legislation, guidelines and procedures. This includes ensuring that statutory approvals are obtained;

  • Representing Client interests, whilst ensuring strategic fit with Network Rail’s Business Plan. This includes ensuring that all projects are adequately provided for in the Business Plan and that it is regularly reviewed to ensure deliverability;

  • Developing and maintaining relationships with the Client, outside funding parties and all major stakeholders to ensure they are fully involved in, and support, the project.

  • Ensuring that robust processes and procedures, together with the necessary resources, are in place during the development and delivery of the projects so that all risks to the company are identified and managed;

  • Ensuring all options (including ‘do nothing’) are fully evaluated and reported from both the financial andphysical standpoints and regularly reviewing the chosen option to ensure that it meets the needs defined in the Business Case;
