Job Description
Within the ATKINS Highways and Transportation business, a member of the Optima Infrastructure Management Consultancy Services Division. Are you looking to develop your career? If you are working in a highway engineering related discipline and want to develop your career Atkins can offer you the opportunity to provide development control consultancy services to the Highways Agency. You can expect to be involved in regionally and nationally significant projects as they emerge through the planning process. The role will require you to use and develop your technical and people management experience to advise the Client, manage development expectations and guide less experienced members of the team.

Responsibilities
In this role you will have the following responsibilities:
  • Provide quality development control advice within the Client's timeframe and statutory consultation period of the planning process
  • Influence conceptual highway schemes to reduce delivery risks at latter stages of design
  • Assess developer's proposals for compliance with Strategic Road Network policy and design standards
  • Ensure advice that satisfies Duty of Care and Legal responsibilities expected of a competent consultant
  • Maintain good communication links and relationships with internal and external stakeholders
  • Represent the Client's best interest in development control discussions
  • Delegate appropriate tasks to junior members of staff
  • Coach and guide less experienced members of staff
  • Prepare highway enforcement documents
  • Facilitate Land Search enquiries


Skills, knowledge and experience:
  • Minimum HND qualification or equivalent in a relevant field e.g. Civil Engineering, Spatial Planning, Construction Management etc
  • Can negotiate skilfully with internal and external stakeholders; maintaining relationships
  • Knows when to be direct but diplomatic and wins trust of stakeholders involved in negotiations
  • A working knowledge of the planning process
  • A working knowledge of applying the Design Manual for Roads and Bridges to highway engineering problems
  • Demonstrate ability to successfully project manage
  • An understanding of professional liabilities, such as 'designer competency', Health and Safety at Work and Construction Design Management Regulations
  • An understanding of transportation assessment tools e.g. traffic modelling computer simulations, swept path analysis, trip generation, cost / benefit etc
  • A valid UK / EU driving licence as there will be frequent site visits to hard to reach locations
  • Computer literate in using Microsoft Windows and Microsoft Office packages such as Word, Excel and Access
