The Thameslink Programme is a £3.5bn rail infrastructure project that will enhance the rail network to and through London, delivering clear and tangible benefits for millions of people. The plans would significantly increase capacity on the over-ground railway to and through London, via King's Cross St. Pancras in the north and Blackfriars and London Bridge in the south.
Key accountabilities:
Produce the TLP System Level Safety Cases as directed, in particular the safety assessment papers for Key Output and the SISAs for the overall Programme Level Safety Case.
Advise individual TLP projects regarding system-level safety requirements. Manage the integration of infrastructure project safety cases and any rolling stock safety cases into the System Level Safety Case.
Produce safety case deliverables to meet programme and railway timetable requirements.
Develop and operate the overall Programme Hazard Log management process, including for hazard identification, transfer and management arrangements.
Apply and maintain safety risk management processes and strategies; corporate risk models; and risk assessment methodologies and tools, such that the risk assessment processes applied and outputs are consistent with the requirements of Network Rail.
Assist with implementing and administering processes to cater for TLP compliance with the Railways (Interoperability) Regulations 2006, including Notified Body (NoBo) management arrangements.
Assist with the preparation of papers for the presentation of submissions at each stage of the Programme to the appropriate safety authorities such as HMRI, LFEPA, etc.
Manage all administrative requirements to conduct Network Rail review group meetings; keeping all appropriate records, e.g. recording the minutes of meetings, for PSVG, PRG, Enhancement Engineering, etc.
Deliver effective approvals and assurance products to meet programme delivery and railway timetable change dates, compliant with Network Rail’s acceptance processes. Provide periodic reporting according to programme requirements.
Provide advice on the content and collation of verification evidence that supports the changes to the infrastructure.
Monitor the presentation of non-compliance issues to the engineers and pro-actively manage progress with the non-compliance applications.
