Job Description
Responsibility for the safe design and delivery of the Tube Lines Station Communications and SCADA Upgrade Project (Enhance) engineering deliverables to agreed programme, quality and budget constraints
Requirements
Implementation of Quality and HSE procedures to all assigned project elements.
Produce and maintain the requirement definition and other engineering specifications.
Produce an engineering assurance plan, ensuring all clients’ requirements are captured.
Produce and maintain the Engineering Management Plan, innovative inputs to optimise and continuously improve the engineering processes to be included.
Define all special tools (software and hardware) to optimise the engineering process.
Produce and maintain the engineering programme, resource plan and capability plan (inc. licenses as appropriate).
Liase and co-ordinate all engineering aspects with the System Design Authority.
Provide inputs to the Project Programme, liase with planners, SMC and TLL client to co-ordinate project.
Provide inputs to the Sub Contract appointment process and ensure their continued compliance.
Own the Bill of materials for all aspects of the engineering function (not for site).
Responsibilities
Own the provision of all software and hardware licenses and ensure compliance.
Own the System Reference Model and the integration of the generic system into the staging centre.
Deliver the design element of the project to budget, issue budgets to design personnel as appropriate, own the engineering P&L account.
Provide inputs to the project monthly report and issue to the client and business at defined intervals.
Provide inputs to the design element of the project change control board.
Provide inputs to the document control function for the project and ensure its compliance.
Provide inputs to the project risk register.
Conduct internal design reviews, chair engineering progress and planning meetings, produce meeting minutes & distribute.
Ensure project internal audit regime is current and all identified actions are closed out.
Provide day-to-day line management and direction of the engineering team (software design engineers and system design engineers).
Monitor and review quality of project deliverables, with SDA.
Escalate issues to Project Director / General Manager once identified.
Development and review of overall engineering process for the Tube Lines Project.
Ensure adequate and competent staff are identified and assigned to the project.
The Individual
This senior role requires an experienced, flexible, technical manager who can work collaboratively with our Joint Venture partner and manage a multi-disciplined team drawn from both organisations.
Degree level qualification or extensive experience in an Engineering or Science discipline.
Experience in Technical Project Management, in particular relating to software development and turnkey system provision.
Sound knowledge of Health and Safety legislation and best practice.
Sound knowledge of software and system development lifecycles.
Familiarity with London Underground environment, specifications, standards and processes is desirable but not essential.
Ability to use project management tools.
IT competent, with proficiency in Microsoft Word, Excel, Project and Outlook packages.
