Programme Engineer (Highways Interface)
Based in London.
The salary for this position is negotiable.
Our client is a nationally established Rail organisation, who has long been at the forefront of the industry, maintaining its position as a leading contractor known for its skill and quality workmanship in its fields of operation.
They are currently seeking a Programme Engineer to work on Highways Interfaces.
Job Description
1. Providing a first point of contact for highway authorities and overseeing programme-wide aspects of these interfaces (e.g. budgets, process guidance notes and contact lists).
2. Ensuring that the provisions of the contract, in the respect of stopping up streets, and as appropriate the provisions of the New Roads and Street Works Act 1991 (NRSWA),are implemented correctly and in a timely manner. Maintain information and co-ordinate planning of street works, traffic orders and traffic management activities undertaken during the contract.
3. Liaising with main contractors to ensure full understanding of the requirements of the contract in respect of stopping up of streets and street works. This includes participating in meetings with contractors in order to establish consents schedules, procedures and working methods for delivering works affecting highways and traffic management.
4. Maintaining interfaces with the employers Highways Interface Team and inputting as appropriate street stopping and works into the company's wide co-ordination schedule.
5. Providing specialist input (e.g. on risk reviews and design reports) within the Consents Environment and Property team on highways matters.
6. To provide professional advice on highways information components in the Graphic and Text Entry System (GATES).
7. To prepare and/or review consent applications and related notices to highway authorities and related third parties.
Essential Job Skills, Experience and Qualifications
· At least 5 years experience in major engineering developments, including a substantial working knowledge of highways works and specifically the NRSWA 1991.
· Knowledge of:
· Traffic Management Act 2004
· Temporary Traffic Restrictions Act 1991
· Chapter 8 of the Traffic Signs Manual
· Good communicator with strong organisation skills.
· Experience of database and document management (although technical knowledge of database software is not required).
· Ability to understand complex traffic management logistics.
Desirable Job Skills, Experience and Qualifications
· Knowledge of relevant legislation and experience in progressing the obtaining of necessary consents etc.
· Educated to degree standard
· Street Works Qualifications Registration (SQWR2)
· Member of the ICE or equivalent professional body.
